Oceanside covers about three and a half miles of open beach plus a harbor, and then runs several miles inland up the San Luis Rey River valley. Those are two different buildings environments and we treat them as such.

The housing stock in Oceanside

Oceanside’s housing splits along the same geography. The downtown and beachfront strip holds older small-lot homes, mid-century cottages and a dense layer of 1960s and 1970s apartment buildings — the stock that produces most of the repair work in the city. Permits and local requirements in Oceanside

Building permits go through the City of Oceanside’s online eTRAKiT system. Oceanside adopted a citywide short-term rental permit program in 2024 with annual fees and a periodic inspection requirement, and it restricts non-hosted rentals outside the coastal zone — relevant if you are renovating with the intent to rent short-term, because it changes what the property can legally be used for after the work is done.

Coastal-zone parcels can require a coastal development permit, with state appeal jurisdiction near the shoreline.

Multifamily, HOAs and California’s balcony inspection laws

The concentration of 1960s and 1970s apartment buildings near downtown and the harbor means Oceanside has a lot of buildings caught by SB 721 — the California requirement that rental buildings with three or more units have their balconies, decks, elevated walkways and stairs inspected. The first deadline was January 1, 2026, the cycle repeats every six years, and repairs identified by the inspection must be completed within 120 days. That 120-day window is the part owners underestimate. We handle the repair scope: opening up, replacing compromised framing, rebuilding waterproofing, and restoring finishes.

Two laws govern this. SB 721 covers rental buildings with three or more units: the first inspection of exterior elevated elements was due 1 January 2026, it repeats every six years, and repairs identified must be completed within 120 days. SB 326 covers condominium associations: first inspection was due 1 January 2025 and repeats every nine years. The inspections themselves must be performed by a qualified licensed architect, engineer or contractor — Nousland does the repair work that follows, not the statutory inspection.
