Dana Point has the highest share of two-to-four-unit buildings of any city we serve — roughly eighteen percent — and almost all of it is the Lantern Village small-lot duplex pattern from the 1960s and 1970s. The housing stock in Dana Point
The Lantern Village duplexes and small apartment buildings are the defining stock: wood-framed, beach-adjacent, with exterior stairs, walkways and decks that have been recoated repeatedly rather than rebuilt. Dry rot underneath intact-looking coating is the most common thing we find when we open one up.
Monarch Beach, Niguel Shores and the Headlands are newer, association-governed, and sit on bluffs with strong onshore wind exposure. Capistrano Beach is low and directly exposed. Beach Road is a private oceanfront strip literally on the sand — the most severe exposure in the city.
Coastal conditions in Dana Point
Capistrano Beach has a chronic, well-documented shoreline erosion problem; the city has lost public beach amenities to wave action. For owners along that stretch, exposure is increasing rather than stable.
The harbor adds its own high-corrosion, high-humidity sub-environment on top of ordinary oceanfront conditions, and it is currently in the middle of a major redevelopment. Monarch Beach sits up on a bluff where wind-driven rain is the bigger factor than direct spray. Beach Road gets everything at once.
Permits and local requirements in Dana Point
Dana Point’s Building & Safety Division takes all permit applications online through eTRAKiT, with solar handled separately through its own system. The city has a certified Local Coastal Program and issues coastal development permits, with state appeal jurisdiction near the shore.
Short-term rental rules here have changed repeatedly — the city has run separate regimes inside and outside the coastal zone, paused new permits, and the subject has gone to a ballot measure. If short-term rental use is part of your plan, verify the current position with the city directly before spending money on the assumption.
Multifamily, HOAs and California’s balcony inspection laws
The Lantern Village stock is close to a worked example of what SB 721 was written to address: rental buildings of three or more units with wood-framed balconies, decks, walkways and exterior stairs. The first inspection deadline was January 1, 2026, the cycle repeats every six years, and repairs identified by the inspection must be completed within 120 days. Condominium associations — Monarch Beach, Niguel Shores, Sea Terrace and the rest — fall under SB 326 on a nine-year cycle instead, with a first deadline that passed on January 1, 2025. We do the repair side: opening up, replacing compromised framing, rebuilding the waterproofing assembly properly, and restoring finishes.
Two laws govern this. SB 721 covers rental buildings with three or more units: the first inspection of exterior elevated elements was due 1 January 2026, it repeats every six years, and repairs identified must be completed within 120 days. SB 326 covers condominium associations: first inspection was due 1 January 2025 and repeats every nine years. The inspections themselves must be performed by a qualified licensed architect, engineer or contractor — Nousland does the repair work that follows, not the statutory inspection.

Almost always the coating was applied over framing that was already wet or rotted. Coating is a wear surface, not a repair. We open it up, replace what is compromised, and rebuild the assembly from the substrate up.
